My friend and his... Pants Bulging problem?

Okay, it sounds weird but I just need to ask.. Please don't think I'm crazy. I see my friend I known for years and for some reason..The crutch of his pants.. It just bulge like that. He wear all different types of pants, even baggy and it just bulge to the point where it's too noticeable.. I don't wanna ask because it'll be too weird. Even my other friends notice too. What do that means really and why it's happen.. Please don't kill me, just wondering why and is it normal?
