Liability is not clear cut! You can not legally ride a bicycle in the crosswalk or on the sidewalk and you do not have the same rights as a pedestrian. When riding a bicycle you must follow the rules of the road just like a motorcycle or car. It sounds like the insurance company has determined you were comparatively negligent and are only offering you 50% of your claim. This sounds reasonable to me based on the limited facts presented.
