Are STDs spread through..?

Can STDs be spread through just skin-to-skin contact or do bodily fluids have to be involved? Ex. If I were to give a handj*b with no semen touching me, could I catch an STD from that? As opposed to giving head which is more understandable because of the body fluids involved.
