How can I give my little sister fashion advice?

My sister Candice is 13 and she always complains how she's so ugly and unfashionable and I try telling her she's beautiful and clothes don't matter but she's a 13 year old insecure girl, naturally she doesn't listen. So how can I make her more fashionable, without going and buying a bunch of crap cuz my mother will never allow that.
